Exchanging American driver's license for Quebec driver's license? - what does a american driver licence look like

I just changed my license in Virginia and want to change my license to Montreal, because I'm moving there.

I am not Canadian citizens or residents.

I will allow a plant in Quebec, when I got there, and the United States, a permanent residence.

What is the process?
